PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA
At this time, the legislative body will consider public comments for a maximum of thirty minutes. A person may address the legislative body only on matters not appearing on the agenda and within the subject matter jurisdiction of the legislative body. Speaker cards will not be accepted after the beginning of the general public comment period. Based on the number of speaker cards submitted, the presiding officer may impose time limits per speaker. Typically, speakers are limited to three minutes, but shorter time may be established as deemed necessary. A person not able to address the legislative body at this time because the thirty minutes expires may do so just prior to adjournment of the meeting. The legislative body cannot enter into a detailed discussion or take action on any items presented during public comments at this time. 4. SUBJECT: Adoption of Ordinance No. 2958, Pertaining to Planning and Zoning (PZ) Permit No. 17-580-01 (Zone Text Amendment) - Amendments to the Industrial Portion of the Zoning Ordinance, Chapter 16, Divisions 11-15 of the Oxnard City Code- Business and Research Park, Limited Manufacturing, Light Manufacturing, Commercial Manufacturing, and Heavy Manufacturing.
RECOMMENDATION: That the City Council adopt Ordinance No. 2958 (by title only, further reading waived), amending Chapter 16, Divisions 11 - 15 of the Oxnard City Code pertaining to regulations governing land uses and development regulations for uses within the Business and Research Park, Limited Manufacturing, Light Manufacturing, Commercial Manufacturing, and Heavy Manufacturing zoning districts, and implement the Planning Commission's recommendations.

5. SUBJECT: Trade Services Agreement with Professional Security Consultants (PSC) at Oxnard Transit Center.
RECOMMENDATION: That the City Council:
1. Approve and authorize the Mayor to execute a trade services agreement with Professional Security Consultants (PSC), the low bidder for security services at the Oxnard Transit Center at 201 East Fourth Street, not to exceed $691,502 for three years (Agreement No. 8527-19-DS) as recommended by the Public Works and Transportation Committee; and
2. Approve a budget appropriation of $57,626 to fund the trade services agreement for the balance of the fiscal year 2018-2019 as recommended by the Public Works and Transportation Committee. ( Public Works Transportation Committee approved 3-0)

7. SUBJECT: Approve a Budget Appropriation for Hueneme Recycled Water Pipeline, Phase II.
RECOMMENDATION: That the City Council approve and authorize the Mayor to execute an appropriation in the amount of $465,000 from the Water Resource Development Fee Fund 603 to the Hueneme Recycled Water Pipeline, Phase II (Project No. 106002), to fund work, easement procurement and permit fees through completion of the bidding process. 8. SUBJECT: Approve the Third Amendment to Agreement A-7927 (JCI Jones Chemicals, Inc.) to increase contract value.
RECOMMENDATION: That the City Council approve and authorize the Mayor to execute the Third Amendment with JCI Jones Chemicals, Inc. to increase the contract value from $1,124,547 to $1,482,547 for chemicals used by the Public Works Water and Wastewater Divisions.

9. SUBJECT: Approve Second Amendment to Interwest Consulting Group, Inc.
RECOMMENDATION: That the City Council:
1. Approve and authorize the Mayor to execute the Second Amendment to Agreement A-8102 (Agreement) with Interwest Consulting Group, Inc. (Interwest) for engineering and support services to the Transportation Division to extend the Agreement to June 30, 2019 and change the contract value from $160,000 to $239,920; and
2. Approve a Budget Adjustment of $58,925 from General Fund (101) salary savings.

10. SUBJECT: Award Agreement A-8130 for Custodial Services with Kelly Cleaning & Supplies, Inc.
RECOMMENDATION:
That the City Council award and authorize the Mayor to:
1. Execute Agreement A-8130 with Kelly Cleaning & Supplies, Inc. (Kelly), for a term of three (3) years, for a total contract value of $432,692, to provide custodial services for the Water Campus, Blending Stations 3, 4 and 5, Wastewater Treatment Plant, Advanced Water Purification Facility (AWPF) and Del Norte Regional Recycling and Transfer Station (Del Norte); and
2. Authorize the Purchasing Agent to execute an amendment to Agreement A-8130, if needed, for no more than $43,269, or ten-percent (10%), of the agreement, to account for potential unforeseen emergency cleaning.

2. SUBJECT: Five-Year & Annual Agency Plan and Capital Fund Program (CFP) 5-Year Action Plan for Low Rent Public Housing. (10/15/5)
RECOMMENDATION: That the Board of Commissioners of the Housing Authority of the City of Oxnard (OHA):
1. Hold a public hearing to receive comments concerning the fifth year of the Five-Year Agency Plan, the 2019 CFP Budget, and the CFP 5-Year Action Plan; and
2. Adopt a resolution:
a. Approving the Five-Year and Annual Agency Plan for the Housing Authority;
b. Authorizing and directing the Chairman to execute the Department of Housing and Urban Development (HUD) Public Housing Agency Certification Compliance Form certifying the Housing Authority's compliance with HUD's policies and procedures;
c. Authorizing the Housing Director to execute and submit all reports, documents and all other certifications required to comply with HUD's policies and procedures regarding the Five-Year Agency Plan;
d. Approving the 2019 CFP Budget and CFP 5-Year Action Plan; and
e. Authorizing the Housing Director to accept and expend the funds as indicated in the revised 2019 CFP Budget and CFP 5-Year Action Plan.

1. SUBJECT: Five Year Capital Improvement Program and Use of Bond Proceeds. (30/10/20)
RECOMMENDATION: That the City Council:
1. Select which projects to fund from the Draft 2019-2024 City of Oxnard Five Year Capital Improvement Program ("CIP");
2. Adopt the 2019-2024 City of Oxnard Five Year Capital Improvement Program; and
3. Approve the proposed list of non-CIP redevelopment bond proceeds projects and appropriate funding to these projects.
(By the time this item is posted for City Council, the CIP will not have yet gone to the Public Works and Transportation Committee for review. It goes to the Committee on March 26, 2019. Staff will provide a report to the Council at a later date regarding the recommendation of the Committee.)
