3. SUBJECT: Second Amendment to Novacoast Agreement. (037)
RECOMMENDATION: Approve and authorize the Mayor to execute a Second Amendment with Novacoast (5582-11-CM) in the amount of not to exceed $300,000. The total value of the Agreement is not to exceed $525,000, for technical consulting services in the areas of network infrastructure, website design, and operating system support.

2. SUBJECT: Winter Warming Shelter for the Homeless. (051)
RECOMMENDATION: 1) That the City Council direct staff to work with the City of Ventura and the County of Ventura, and local non-profit service provider organizations to organize a Winter Warming Shelter for the Homeless and authorize the City Manager, or designee, to execute any necessary agreements and contracts towards this end; and 2) That the Housing Authority Board of Commissioners approve and authorize the use of $40,000 of Housing Authority Central Fund reserves to fund the Winter Warming Shelter for the Homeless on a one-time basis.

RECOMMENDATION: 1) Approve and authorize the Mayor to execute a three year agreement between the City of Oxnard and Infosend, Inc. (7828-15-CT) for $926,923 for utility bill and business tax form printing, inserting and mailing services; and 2) Approve the Budget Appropriation from Customer Billing Fund 725 fund balance in the amount of $26,500.

1. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION. CC On the advice of the Interim City Attorney, pursuant to Government Code section 54956.9(d)(4), based on existing facts and circumstances, the City Council shall decide whether to initiate litigation in one potential case,.
The Interim City Attorney requested that this item be discussed in closed session under the Brown Act exception of Conference with Legal Counsel - Anticipated Litigation.
